Why is the "Refereeing" section not displayed for anonymous users in the NavBar?

If I visit the site as an anonymous user, it seems that the section "Refereeing" is not displayed in the navigation bar, even though both "Q&A", and "Meta", are.

Is this a bug, or is there a specific reason behind this?

I first thought that not every outsider / passing by troll needs to see what people are doing in the refereeing section ..., but the link is there now.

@Dilaton Thanks, I don't think that it should be hidden from anonymous users, they need to see all the sections, to have a good idea about what the site is about.
