Just by reading the abstract: "The progression of time can be understood by assuming that the Hubble expansion takes place in 4 dimensions rather than in 3. The flow of time consists of the continuous creation of new moments, new nows, that accompany the creation of new space. " I see that expansion and creation of new moments and new spaces implies the time evolution. For that it is not necessary to have 4 dimensions; our time-dependent world will do ;-)

@igael: The video is fun indeed. But fun is not serious by definition.

It's a theory. They say the time dimension is explicitely in Hubble expansion and that makes the flow of time we know. To check the idea , they suggest to use the only other known occurence of space creation , in a black hole coealescence process. There are more strange theories in fundamental physics. I suspect this paper to be a little speculative ( :) ) but it is original. While time is local, it's a good idea to wonder from where comes the time of a new piece of space and what are its properties or to understand well why it is a bad question.
