Off topic option

On a Russian site dxdy.ru the off-topic parts of comments/answers can be selected and marked as "off-topic" (like "Block Quote" on PO) by the post author during typing, so this part is not displayed, but a link is given instead. When a reader clicks the link, the marked part expands. Clicking the link once more returns the previous state (only link is displayed). It is often convenient.

The off-topic policy here was excellent and would have been sufficient if it had been followed.
